Job Description:
We are seeking a proactive and experienced
OSR Expert / Station Manager
to lead oil spill response operations for the
NEOM Project
. This critical role is central to maintaining the safe, efficient, and environmentally responsible operation of vessels and oil spill response units within the company’s fleet.
The Station Manager will play a hands-on role in coordinating daily operations, maintaining readiness of all response equipment, and ensuring strict compliance with international and regional oil spill regulations. This includes active collaboration with the NEOM Authority, NEOM Port, Saudi Coast Guard, and other governmental and private stakeholders.
The ideal candidate combines strong operational experience with environmental leadership and team coordination skills, ensuring continuous improvement of oil spill prevention, preparedness, and response strategies.
Key Responsibilities
Operational Leadership

Oversee daily station operations, ensuring readiness of all oil spill response equipment (booms, skimmers, vessels, dispersant systems).

Conduct regular inspections, drills, and operational readiness checks in line with NEOM environmental protocols.

Supervise and coordinate the deployment of vessels and response units during emergency situations.
Oil Spill Preparedness & Response

Lead immediate tactical response to oil spills, acting as on-site Incident Commander when required.

Ensure rapid mobilization and coordination of personnel, equipment, and containment systems during real or simulated spill events.

Develop oil spill risk assessments, implement, and update Oil Spill Contingency Plans (OSCP) and emergency response procedures.

Conduct root cause analyses and post-response debriefings to drive continuous improvement.
Team Management & Development

Manage a multidisciplinary team of operators, technicians, and marine crew.

Schedule and deliver regular training sessions and simulated emergency exercises in alignment with IMO and OPRC requirements.

Evaluate team performance and provide coaching to maintain high response standards and crew discipline.
Stakeholder Coordination & Compliance

Act as primary liaison with NEOM environmental departments, NEOM Port operations, Coast Guard, and regulatory authorities.

Ensure compliance with national and international environmental regulations (MARPOL, IMO conventions, MEWA standards).

Participate in inter-agency planning, environmental audits, and safety inspections.

Prepare technical reports, risk assessments, and audit documentation for NEOM authorities.
Asset & Logistics Management

Maintain accurate inventory and records for all response equipment and materials.

Oversee logistics support to ensure timely mobilization, maintenance, and replenishment of critical assets.

Qualifications and Experience

Bachelor’s degree in Environmental Science, Marine Engineering, Maritime Studies, Safety Management, or a related field.

Minimum of 7+ years of experience in marine oil spill response, environmental operations, or port/marine terminal management.

Certified in Oil Spill Response (IMO Level 2 or 3 preferred).

Strong knowledge of international marine pollution regulations and emergency management systems (ICS / NIMS).

Familiarity with modern spill response technologies and systems (e.g., remote sensing, drones, GIS tracking).
Skills & Competencies

Strong leadership and crisis management abilities under high-pressure situations.

Excellent communication, stakeholder engagement, and reporting skills.

Skilled in HSE audits, marine operations coordination, and emergency planning.
Proficient in MS Office, GIS-based tools, and incident response software.
